Physical Appearance

Hair: black, cut in sweeping angles around his face
Eyes: very dark blue, deep-set and long-lashed. His gaze can be almost frighteningly intense when he's concentrating. Excellent eyesight.
Skin: smooth and clear, porcelain-fair. He burns instead of tanning, and so uses skin cream and stays out of the sun.
Facial Features: Takeo inherited his mother's celebrated beauty, from perfectly sculpted cheekbones to a deceptively delicate chin. Finely shaped mouth, straight nose, and thin, arching eyebrows. He's occasionally mistaken for a woman.
Other Physical Traits: slim and straight, with broad shoulders muscled from years of archery. He's actually not quite as strong as Natsumi, which used to annoy him--so of course he teased her about it. His fingers are long, thin, and almost delicate-looking, but his wrists are very strong and his grip is hard to break.
Handedness: right-handed
Voice: a warm golden tenor, light and smooth as honey
Identifying Marks: a ragged, circular scar just underneath his collarbone on the left side of his chest; heavily callused fingers. His right arm and both shoulders are laced with hundreds of tiny cuts from hawk talons. Two piercings in his left ear.
Usual Clothing: at work, Takeo generally wears the grey Intel dress uniform and reserves his jounin uniform for missions. Off-duty, he turns artfully disheveled into a fashion-statement, with shirts half-buttoned and trousers slung low on his hips. He looks fantastic in traditional clothing, and knows it. His uniform shirts have reinforced shoulders and sleeves, along with a heavy leather gauntlet for his right hand; most of his civilian clothing doesn't last very long.
ANBU Mask: none
Living Situation: lives in his parents' home, a large, traditional house that's been in the family since the founding of Konoha. His room is messy half on purpose, in case Natsumi stops by, and half because he can't be bothered to pick up. There are several large, heavily scarred wooden stands near the window, with newspapers spread underneath; the newspapers, at least, he changes regularly. The window of his room opens out onto the sloping roof over the porch, where he and Natsumi often sit and talk.

Ninja Skills
Fighting Style: Archer and ninjutsu user. Takeo isn't quite as good a shot as his little sister, but he's still excellent by anyone's standards. His chakra is a little lower than normal, but still good enough for him to be an efficient and effective ninjutsu-user. He's inherited the family summoning contract with hawks. Chakra types: Wind and Water.
Preferred Weapons: bow (yumi or hankyu)
Special Jutsu: Takeo hasn't spent much effort on developing unique jutsu, but he has cultivated his relationship with his hawk summons. He most often summons Yuki (a white female goshawk). She's a short-distance flier, but utterly savage and never misses her mark. She's also nearly as vain as Takeo. Chirou (brown-barred male gyrfalcon, a distance-flier) and Haya (a female peregrine falcon) are frequent summons as well. All of the birds are 2-3 times larger than "normal" raptors of their breed. Takeo can summon the bigger birds of prey--at great need and with a soldier pill or two to back him up, he can manage his father's favorite eagle, a bird big enough to carry a man in her talons--but seldom bothers.
Weaknesses: low on chakra (although not nearly as bad as his sister). Low physical stamina. Hates running. Refuses to go out in the field for any length of time beyond a few days, and not at all if the weather's bad.
Service Record: genin at 10, chuunin at 14. Joined Village Intel at 17, shortly after the end of the war; made jounin and began cryptography training at 18.
War Record: began his wartime service as a genin making supply- and message-runs. He inherited the summoning contract when he made chuunin, at 14, and his hawks made him immensely valuable as a scout. When Natsumi was detached from her genin team, she and Takeo occasionally served together on the same ranged-weapons support teams; he often used the hawks to keep an eye on her when they were separated. The war ended when he was 17, and he was promoted to jounin at 18, only a few months before the Kyuubi attack.

Personality
General Personality Traits: for a talented, bright, spoiled boy with a face that's inspired strangers to coo over him (and, later, start fights over him) practically since birth, Takeo's turned out...just about as you'd expect. Putting it plainly, he's a brat. But he's also exceptionally intelligent--he earned his place in the Village Intel cryptology corps, home to the nerds who play shougi in their head on their tea-breaks--and deeply devoted to his village and his family. He can be almost scary when he's serious, focusing on a problem with the cold intensity of a falcon stooping for its prey. More often, he's either the kind of flirt who was born to be the top star at a host club, or the world's biggest--and sometimes cruelest--tease. Occasionally, he can be startlingly sweet.
Quirks: usually carries a dead mouse wrapped in a jutsu-cooled handkerchief in his pocket. Seldom wears the same shirt more than twice--usually because it gets shredded by hawk talons, but also because he's easily bored. Very touchy, even when he's not intentionally flirting. And he flirts with everyone. Loves jigsaw puzzles, and occasionally manages to cajole Natsumi into doing one with him.
Sexual Orientation: bisexual, but inclined towards women. He likes his men manly, and his women gorgeous.
Gifts/Talents: can take most peoples' breath away just by smiling. A talented code-breaker and analyst, he takes visceral pleasure in picking the truth out of a mass of documents--or a casual conversation. One of the few people who can almost always get under Natsumi's skin. While he's easily bored, if something (or someone) catches his interest he won't give up until satisfied. Excellent cook and a talented sewer, from having to repair so many damaged shirts. Holds his liquor surprisingly well.
Flaws: Incapable of resisting an easy target; he can quickly sour a heartfelt conversation with ruthless teasing, and thus has a hard time really getting close to people; he can alienate them almost as easily as he attracts them. Can be bratty, immature, selfish, and relentlessly egotistical. Better at flirting than at showing he cares.
Religion and Philosophy: Shinto/Buddhist
Likes and Loves: Teasing Natsumi. Flirting. The thrill of the chase, which is really more exciting than the sex (although that's good, too!). Archery practice with his father and sister. Watching his hawks fly. Getting presents. Finding out secrets.
Dislikes and Hates: Anyone else picking on Natsumi. Blood, dirt, and unwashed hair. Being judged solely for his looks (although he's a huge egoist and is deeply offended when people don't acknowledge his looks). Natto (he and Natsumi are still waging a campaign to get their mother to stop serving it). Seeing Natsumi cry. Rain.
Fears: losing his family or his hawks. Going blind. Losing his looks. He still has frequent nightmares about the war.
Dreams and Ambitions: Takeo's more content to enjoy life day-to-day than his sister is; his closest approach to a long-term goal might be his deep-seated desire to never again be as cold and filthy and terrified as he was in the war. He's quite happy with his desk-job and the occasional short-term mission. Besides, all the pretty girls are in Konoha.

Relationships
Family: Just as Natsumi's something of a daddy's girl, Takeo is definitely a momma's boy. He's the treasured, doted-upon, beautiful child of a love that brought Kimiko out of her stifling home and showed her how to live. Fortunately, Kimiko's good sense and Takahiro's cheerful discipline have kept him from being spoiled totally rotten. And it helped, too, when Takeo's little sister came along and gave him something besides himself to focus on.

To be clear: Takeo adores Natsumi. He also adores teasing her. She's so cute when she blushes--and, well, there's a real power surge that comes in provoking her out of her self-control. If anyone else tries, though, there'll be hell to pay.
Friends: In civilian life, Takeo would've been the most popular kid in school, with a fanclub and everything. As a ninja, things have been different, from the rough-and-tumble Academy kids who called him a sissy, to the members of various genin and chuunin teams who couldn't believe he was useful for anything outside the Eros corps. Takeo's had to work to prove himself to almost everyone, and he's usually done so well enough to become the 'popular kid' after all. With that said, there isn't anyone he's particularly close to, and few of his friendships last very long.
Lovers: Many and varied. Gender and sexual orientation are fluid things around Takeo; as Natsumi points out, he's everyone's type. Since Takeo loses interest quickly, none of them hang around for long. Occasionally, jealous ninja exes have been a problem. Well-earned jounin rank and a flock of killer birds of prey are useful in sorting these problems out.
Hero: Jiraiya-sama, author of the famous and fabulous Icha Icha series.
Enemies: Plenty of alienated exes, other peoples' exes, and spurned hopefuls. Takeo's also pretty sure the frumpy secretary who makes coffee in the Intel headquarters has got it in for him.

Personal History: Takeo's mother, Kimiko, was the daughter of a provincial daimyo and, at age eighteen, the most beautiful woman in three provinces. His father, Shiota Takahiro, was a Konoha jounin and ANBU better known for his ready laugh and skilled archery than for his social grace. On a routine bodyguard mission, he saved Kimiko's life, nearly bled to death at her feet, and woke up in her bed with his wounds bandaged in silk.

Five months later, Takahiro was back at the daimyo's castle--this time, to stand at Kimiko's side as she announced her pregnancy to her parents and demanded their blessing on her new life as a Konoha citizen and a ninja's wife. They gave it--reluctantly--and Takahiro and Kimiko were married three months before Takeo was born.

Takeo grew up knowing he's alive because his parents loved each other and loved him, and as a result his family has always been the most important thing in his life. A good deal of that life has centered around his little sister, Natsumi. Whether it was teasing her into temper tantrums when he was five and she was three, or sending his hawks to watch over her on the front lines when he was fifteen and she was thirteen, Takeo's been there more than Natsumi ever realized. He's also a good part of the reason she's never had a long-term boyfriend. Any guy who looks twice at his girlfriend's older brother is not nearly good enough.

He did the typical Academy-genin-chuunin-jounin thing, too, and along the way he fell headlong into a war of mud and blood and terror. Takeo never quite learned Natsumi's talent for withdrawing herself from her surroundings, and he never quite got over those years of filth and horror on the front lines. When the war ended, he applied immediately for a position in Village Intel. Most people figure he didn't want to risk getting his pretty face scratched up. He doesn't bother explaining. When he was accepted into cryptography training, though, he found something he actually enjoyed, and for the last four years he's been steadily rising in rank and security clearance within his department. He's been scouted several times by ANBU Intel recruiters--but unlike Natsumi, he listened to the gory parts of his father's ANBU stories. Takeo's perfectly happy with his desk job and the occasional scouting or sniping mission. Until he's nominated to a Council seat, he has no plans to change.
